AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009

Project Vetting Process

At the direction of Mayor Cory A. Booker, a Working Group composed of the Acting Business Administrator, Deputy Mayor for Economic Development, their staffs, and several external consultants was formed to identify and vet projects that could be funded under the American Recovery and Reinvestment Act of 2009 (ARRA) . The vetting process was divided into two rounds. The first round was conducted primarily by Review Committees composed of technical and policy experts from foundations, corporations, academic institutions, and the public sector.  The second round was managed by the Working group. A Review Committee was formed to examine projects in each of the six funding program categories. The Committees reviewed more than 120 project submissions.

The Review Committees rated projects along several dimensions including: implementation time; alignment with administration goals; potential funding eligibility; job creation potential; opportunities for minority/local participation; future financial obligations incurred by the City; impact on the environment; and contribution to public safety, health, education, and culture.

The City has worked closely with a number of our community partners to have our plan reflect the best thinking of the private and non-profit sectors, as well as our colleagues in other public agencies.  We welcome further comments and suggestions in the spirit of maximizing the participation of all of our stakeholders in the process.
