CITY OF NEWARK’S RESPONSE TO THE

AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009


(FEDERAL ECONOMIC STIMULUS)


Background

The American Recovery and Reinvestment Act of 2009 (ARRA)  offers our nation, state and city a unique opportunity to combat the extraordinary economic difficulties that have emerged over the last 18 months. The Booker administration has been determined to use this process to do more than just respond to the specifics of the ARRA.  Rather, the City has chosen to broaden its efforts to not only identify the projects that are eligible for immediate ARRA  funding, but also to determine those future programs and projects that are critical to a sustained economic recovery

Consistent with this concept, the City has identified 43 projects that it believes will immediately promote the local economy, and the health and well-being of Newark’s citizens. The projects are divided into three groups: projects that 1) could be supported from funds that will flow directly to the City of Newark, 2) could compete for funds that will flow to the State of New Jersey, and 3) could compete for funds that will be available directly from the Federal government.  The projects within each group are also classified within six broad funding program categories: Employment, Housing and Services; Technology Enhancements; Energy and Environment-Related Programs; Transportation; Education; and Healthcare.
